New housing partnership set to boost affordable homes in Ekurhuleni



The City of Ekurhuleni has welcomed a strategic housing partnership aimed at accelerating the delivery of affordable homes, following the signing of a Memorandum of Agreement between the Ekurhuleni Housing Company and the National Housing Finance Corporation SOC Ltd.

The agreement, concluded on April 1 in Sandton, establishes a five-year framework for collaboration between the two entities, focusing on expanding access to sustainable and well-located housing across Ekurhuleni.

According to the city, the partnership represents a significant step towards strengthening institutional cooperation and aligning resources to address the growing demand for affordable housing.

It outlines clear roles, governance mechanisms and shared responsibilities, while allowing both organisations to maintain operational independence.

Importantly, the agreement does not impose automatic financial commitments on either party.

Instead, it adopts a flexible, project-based approach, enabling the partners to pursue specific initiatives and funding arrangements as opportunities arise.

This model is expected to promote financial prudence while unlocking scalable housing developments.

For residents, the collaboration is set to improve access to housing, particularly for so-called gap-market households that do not qualify for traditional government subsidies but struggle to access private financing.

The city said that the initiative would prioritise developments closer to economic hubs, helping to reduce long commuting distances and associated costs, while improving overall quality of life.

The partnership is also expected to stimulate local economic activity through construction projects, job creation and the revitalisation of urban areas.

CEO of the Ekurhuleni Housing Company, Zingisani Nkamana, welcomed the agreement, describing it as a milestone in advancing affordable housing delivery.

“This partnership with the NHFC represents a significant milestone in advancing our mandate to deliver affordable, well-located housing for the residents of Ekurhuleni. By working together, we are better positioned to unlock innovative financing solutions and accelerate the development of sustainable human settlements that respond to the real needs of our communities,” he said.

The agreement further emphasises strong governance, confidentiality and compliance with South Africa’s data protection legislation, ensuring accountability and transparency in all joint initiatives.

The city said that the partnership aligns with its broader goal of building a capable and responsive municipality that drives inclusive economic growth and spatial transformation.

Officials added that work is already underway to translate the agreement into tangible projects that will improve living conditions and support the development of sustainable communities across the region.
