Municipal rebates for indigent and pensioners in Ekurhuleni



The 2025 Valuation Roll will take effect from July 1, ensuring a fair and equitable rates system based on current market values.
Accurate property valuations are essential to fairly distribute the rates burden across all property categories. The City of Ekurhuleni has approved updated municipal tariffs and property valuations to maintain the delivery of quality municipal services.
In line with section 15(1)(B) of the Municipal Property Rates Act, No 6 of 2004, the council will grant various reductions and rebates on property rates for the financial year. The following apply:
A R15 000 impermissible value and R135 000 market value reduction for all residential properties. A 100% rates rebate for registered indigent households, deemed indigents, and child-headed households.
Pensioners (60 years and older), disability grantees, and medically boarded individuals qualify for an additional R150 000 reduction, plus a sliding scale rebate of up to 100%, based on monthly income.

Water and sanitation:The city will continue providing 6kl of free basic water and sanitation per month to all registered indigent households. Usage beyond this will be billed on a sliding scale from R23.11/kl to R71.57/kl.
Electricity tariffs:Indigent households will receive 50 kWh per month free. Usage beyond this will be billed on a sliding scale from R2.58/kWh to R12.38/kWh.
Waste management services:Indigent and informal settlement households will continue to receive 100% or 50% rebates, where applicable.
The city remains committed to social equity by setting tariffs that balance affordability with sustainable service delivery. Significant relief continues to be extended to low-income, indigent, and vulnerable residents.
